933 California Dairymen give 1 billion dollars every 6.3 years to 300+ California Dairymen and receive nothing return.

There ought to be a law against something like this.

There is, but Governor Gavin Newsom and Secretary of Agriculture Karen Ross refuse to do anything about it. 

How lucky is California to have them? 

Well, it could be worse, we could have Matt Swanson as the Secretary of Agriculture.
